As set forth by the Alliance for Telecommunications Industry Solutions (ATIS) and TELCORDIA standards, the Access Service Request (ASR) is a form used by a Competitive Local Exchange Carrier (CLEC) to request that the Incumbent Local Exchange Carrier (ILEC) supplies Special Access or Switched Access Services as specified in the various Access Service Tariffs. Effective immediately, Windstream will require interconnecting firms to complete an ASR to submit to the Windstream Interexchange Carrier Service Center (ICSC)
